William Kemsley, 44, who gave an address of 198 Ely Ave., Norwalk, was charged with breach of peace, possession of a dangerous weapon on school property and violating a judgeis protective order. Kemsley, who police believe may be a Stamford resident and has resided in the city over long periods in the past, was held in lieu of a $25,000 court appearance bond for allegedly carrying a Samurai sword near Springdale School on Thursday, Oct. 16, 2014.
