New Haven, Norwalk Schools Among 'Race To The Top' Finalists; Hartford Fails To Advance

The U.S. Department of Education on Tuesday announced 31 finalists, including the City of New Haven and Norwalk public schools, that are still in competition for nearly $120 million offered to school systems that propose plans to improve student performance.
