Reconsidering incarceration

Earlier this month, a convicted sex offender whose DNA led to his arrest in a 25-year-old Norwalk rape and kidnapping charge, appeared in Stamford court, where the rape charge was dismissed because the five-year statute of limitations on the charge had long since expired.
