Born March 6, 1926, in Chicago, Lemond was a graduate of Chicago Latin and Northwestern University and a veteran of the U.S. Navy. He was a consulting professional engineer in New York and Connecticut and contributed to the safety and construction of many municipal projects in New York metro area.
