Three burglars who went mostly to homes under construction to steal tools and construction material have been arrested and the property recovered, Norwalk police said. On Monday, police arrested Wilmer Arias, 37, a Norwalk resident who conspired with Elvin Natalio Ramos-Telles and Alberto Silva-Garcia in the series of thefts, according to police.
