Sluggish I-95 traffic between Exits 13-17

As of 2:45 p.m. on Tuesday, traffic was moving slowly in and around Norwalk on I-95. Northbound lanes were sluggish from Stamford through Exit 16, while southbound travelers hit some delays between Exit 17 and Exit 13
