Six years later, man charged with DWI

Rafael Oliva , 28, 46 Fairfield Ave., Norwalk, was arrested July 22 nearly six years after a motor vehicle accident on charges of driving while intoxicated, operating a vehicle without a license and taking a vehicle without the owner's permission.
