Christopher Tuccinardi , 21, of 5 Fillow St., Norwalk, was arrested Oct. 9 on charges of operating a vehicle with a suspended license, failure to return suspended registration, failure to insure the vehicle, possession of less than 4 ounces of marijuana, sale of a hallucinogenic and narcotic, and possession of drug paraphernalia.
