Hugo Cruz-Gregorio, 33, of Norwalk, faces multiple charges including manslaughter with a motor vehicle and police say he was under the influence when the crash happened at about 8:30 p.m. Friday on Woodward Avenue. Police have arrested the driver who struck pedestrians, killing one, in a fatal hit-and-run crash Friday night in Norwalk, police said.
