With the retirement of House Minority Leader Larry Cafero, a Republican who held a seat at in the state House of Representatives 142nd District for 22 years, two Norwalk men are in the race to fill the vacancy in the Nov. 4 election. They are bank executive Fred Wilms, a Republican, and former Norwalk Town Clerk Andy Garfunkel, a Democrat.
