Drivers seem to be endlessly maneuvering through parking lots desperately hoping to discover a hard-to-find parking space before it is snapped up by some other motorist with the same furtive goal. The challenge could be only a bad memory for motorists maneuvering through the North Water Street parking lot at North Water and Washington streets in Norwalk, as well as other public lots in the city, if they have a new app on their smartphone developed by a company based in Foster City, Calif.
