Norwalk police arrested two men on multiple charges Thursday afternoon after officers witnessed what they believed was a drug sale. David Howard, 35, of Bridgeport, was charged with illegal sale of narcotics, possession of narcotics, illegal possession near a school and sale within distance of a school.
