NORWALK, CONN. Mayor Harry W. Rilling and the city's Human Relations Commission announced plans to celebrate International Human Rights Day and honor the 50th anniversary of the passage of the Civil Rights Act on Wednesday, Dec. 10. Starting at 11 a.m., Rilling will lead a short ceremony at City Hall in the building's first-floor atrium, where he will present a proclamation and Yale University professor Chrystal Feimster will look back on the impact of the Civil Rights Act a half-century later.
