A Highland Road landlord was arraigned at state Superior Court in Stamford for allegedly setting his own house on fire with a female tenant inside the residence. Anthony Manousos , 33, of Norwalk, was charged with first-degree arson and was held overnight by Stamford police on a $500,000 court appearance bond.
