A tractor-trailer struck the overpass for Strawberry Hill Avenue during rush hour Thursday, breaking a water main, sending water pouring onto I-95 and causing huge traffic delays , Norwalk police said via Twitter. The accident at about 6:15 p.m. between Exits 17 and 16 on the southbound side of the highway.
