A Norwalk teenager reported he was mugged by a group of men on Flax Hill Road on Tuesday night, police said. The 19-year-old man told police that he was near Arbor Drive at about 9:15 p.m. when he was jumped by a group of five black men wearing black hooded sweatshirts, police said.
