State Sen. Majority Leader Bob Duff, a Norwalk Democrat, has appointed the city's police chief, Thomas Kulhawik, to a seat on the Connecticut Sentencing Commission. "Chief Kulhawik has served the City of Norwalk with distinction," Duff said in a news release.
