A New York City developer has moved one step closer to formalizing a proposal for a 700,000-square-foot mall at the intersection of West Avenue, Interstate 95 and Route 7 in Norwalk, according to the Fairfield County Business Journal. The mall would be built over 30 months at a cost of $285 million.
