A Norwalk man was arrested on drug charges Sunday after police said he dented a woman's car and was lying in the snow screaming about Biggie Smalls and other rappers. Carlos Gudino, 35, was charged with third-degree criminal mischief, possession of narcotics, possession within distance of a school, possession with intent to sell, first-degree threatening and third-degree criminal trespassing.
