Two Norwalk men were arrested and charged with breaking into a Darien home under construction and stealing tools, police said. Elvin Ramos, 26, and Wilmer Arias, 39, were each charged with third-degree burglary, conspiracy to commit third-degree burglary and third-degree larceny.
