Tractor-Trailer Accident Ties Up I-95 at Exit 16

UPDATE A crash involving two tractor-trailers on I-95 at Exit 16 northbound in Norwalk early today shut down the highway before state police 90 minutes later managed to open two lanes, leaving residual backups.
