Norwalk Police Arrest Two On Crack-Possession Charges

David Howard, 35, of Bridgeport, was charged with illegal sale of narcotics, possession of narcotics, illegal possession near a school and sale within distance of a school. Clyde Jepkes, 34, of Norwalk, was charged with illegal possession near a school, possession of narcotics, possession of drug paraphernalia and possession of paraphernalia within 1,500 feet of a school.
