A police chase tonight involving Norwalk, Stamford, and State Police with shots fired forced the closure of the northbound Exit 16 off ramp in Norwalk, adding to traffic exiting at Exit 17 in Westport. The shooting incident began in Stamford, spilled on to I-95 - paralyzing traffic - and ended with a car crashing at Penny's Diner in East Norwalk, according to Norwalk police.
