A Norwalk man was arrested in Darien last week on drunken driving and drug charges after police said he was driving around town without his headlights on. Vincent Ouyoung, 37, was charged with DUI, reckless driving, failure to drive right, failure to display lights, disobeying the signal of an officer and possession of narcotics.
